[Fot] Southwick Conversion axle float

On my Southwick conversion I had to weld up the 4 holes in the brake plates re-drill them.  I use my TR3 on the street too, so I run the stock parking brake.  The parking brake brackets needed to be in proper alignment and were not after Southwick drilled them.
