[Glen-scca-racing] Rally program

At the recent BoD meeting, the lack of a Glen Region Rally program was
brought up, because there appears to be a resurgence of interest both in
and out of the region.

The first issue that always is brought up when discussing a new Rally
program is that no one wants to volunteer to be the Rally chairperson,
because they will be the one to have to do everything.  We are going to
eliminate that fear of volunteering, by setting  up a simple structure
of responsibilities, so everyone who is involved has lots of fun and is
not burdened.  After all, rallys are social.  This program has worked
well for our very successful and growing Solo program.

People needed:

Rally board-  group of five people who are appointed to
organize/maintain rally functions

Rally chair- organizes rally personnel and gets schedule coordinated
with the Region
Rally safety stewards- Each event needs one safety steward
Rally master - Each event will have a person responsible for the
event-cannot be the steward
Rally set-up - two people to set up the course
Checkpoint workers -  3 people per checkpoint
Equipment delivery - 2 people to set up

Initial season:

Three rallies set up around the Finger Lakes to finish at  a restaurant
for a good social gathering.

We would probably have one in spring, summer, and fall.

These events could be initially co-sanctioned by other car clubs to
share the work.

For example:
MG car club
Corvette club
Twin Tiers Car Club
etc.

Subsequent seasons:

More rallies could be added as more people get involved.

I am willing to help set up, but I do not have the time to particpate
with committments in Solo and road racing already.
