Correct me if I'm wrong, but following this thread leads me to believe that
this is yet another thing that the Brits did to us in revenge for losing the
Revolutionary War (Or Rebellion dependant upon your side of the Pond). Seems
that everyone who has gong to the trouble to research this by actually doing
something has come up with different measurements.

Could some of the differences be attributed to different angles of placing
the dowel into the tank? Replacement tanks versus originals? Leads me to
believe that I should carry a spare gallon or two in a gas can.
