David -

Don't forget you're in Stockton.  Even if there was an MOT requirement
for California,  you'd still have all of these dangerous cars because
they would still qualify for that very special drivers' "cross border"
exemption, where the owner isn't required to register his car or have
a driver's license for that matter.
