[Healeys] OMIGOSH

California has all sorts of "environmental" tweaks required of its gas, 
such as the MTBE they forced in the mix for several years (until the 
groundwater pollution from it was irrefutable).  So California gas is 
inherently more expensive to refine and blend than that of the rest of 
the country.  Then add in that Californian greens haven't allowed any 
new refineries for 30 years.  I figure this is sort of like what cap & 
trade will do to the whole nation.
