This is FRAUD.
If you started to set up an account and did not finish, log-in directly to PayPal and finish.
DO NOT go through their Email site.
Forward the Email to PayPal. They will prosecute.

Have received two emails recently supposedly from PayPal wanting to complete my 
account set up.  After signing in to my account they want my bank acct info.  
Legit or spam???????
