Because the original question was "When did the dual lights begin"?   

 

The definition of Phase 1 and Phase 2 does not depend on light configuration alone; but Phase 2 cars had different light configurations depending on body number -- or depending on the whims at the assembly factory.

For years and years, I have been told phase 1/2 is all about rear suspension and nothing to do with lights. Why is the boat being rocked?
