It's not really critical how far the ball lifts as long as it does open
more than 1/8" or so.
What is critical is that the points in the solenoid are open when the
overdrive is engaged.
This is best checked by using an ammeter in series with the solenoid wire.
There are 2 coils in the solenoid.
One, the pull coil, draws something around 20 amps.
The other, the hold coil, draws around 2 amps.
When power is applied both coils are energized and the armature (plunger)
inside the solenoid rises instantly under the influence of the magnetic
field of the coils until it reaches the top of its stroke where it opens a
set of points which interrupt the power supply to the pull coil.
Once this happens the magnetic field of the hold coil, which remains
energized,  is sufficient to hold the armature at the top of its stroke and
the points open.
If the points do not open the current draw will be sufficient to overheat
the solenoid and either melt the plastic plunger which is meant to open the
points or burn the insulation from the coil windings within a fairly short
time.
