I think if there are any set fees that are above and beyond food and
lodging, they should be listed in the itinerary and a link be made that
points to the event's web site (if there is one) so people aren't surprised.
If there's a sector charge, that should be listed, too.

I won't have a sector charge, but I'll have to list the Rt. 66 Fun Run and
the Grand Canyon park entrance fee.

I think each sector should figure out what they need to do. And if it is
inconsistent it won't matter that much. Each sector will have to deliver
value for the money they charge. People won't mind paying any amount if they
extract the value for it.
