Anyway, do you have any contacts through your JCNA activities in the non
SC'd areas that you think might be interested in becoming an SC?  (See the
map on the website for those areas).  I'll carry on with contacting at the
club level, but if you know of an appropriate contact, that would be
appreciated.

Personally, I see no need or advantage to having the event "acknowledged" by
JCNA. Remember, there is no such thing as a "JCNA". It stands for Jaguar
Clubs of North America, so you are right to contact local clubs (or let your
SC's contact local clubs) and seek out individuals to take responsibility
for organizing a sector. In my opinion, if an individual in a particular
sector that has no SC says that he or she is "reluctant" to get involved
with the event because it is not "acknowledged" by JCNA, then that
individual is wasting your time. Find another individual.
