Yeah, I think it was someone who joined just to reply to e-mails and scam
them. Makes sense, if you're a spammer/scammer. 

I think eventually we'll need at least two lists and maybe three. Perhaps
when we get closer we should start a jonat-sc list.

There is a David Harrison on the JONAT-Chat list, although he did not
register as a Tour participant nor as a registrant on the website.  I don't
recall any specific correspondence with him, but there were so many e-mails
that that might not mean much.

Actually I like your idea about just closing the [jonat-chat] list and
giving people the option of joining the [jonat] list if they wish.
