It covers the cost of couriering the late registrations to the SC where the
registrant starts (i.e. a separate package for late registrants, by
overnight courier). Cost could be as high as $50 if it is to go to Florida,
or as little as $10 to go to Toronto, so I picked a likely average (note
risk here!).
