[JONAT] AGM report

Just one thing I'm a bit confused about. It seemed to me that JCNA is saying 
it is not a sanctioned event, yet they are giving the go ahead for planning 
the event.  Isn't that like being a little bit pregnant?   Is it a JCNA 
event, or not?
