[Mini] high-beam LED 1400 millicandela at 1m only drawing 2.5A

If it were a typical 55W halogen it would draw about 5A so you're 
drawing about half the current. Typical lumens on a 50W halogen is about 
400 to 500.  Problem is you can't measure lumens without some fairly 
specialised equipment.    Candela is intensity in one direction, to get 
lumens from that you need to measure the intensity at many points round 
the lamp, then integrate them to give a figure as if you had a 
measurement device that is a sphere round the lamp, this integration 
gives you the lumen figure.
