Mark, from the photos the paint looks really nice and the gaps look good.
The interior is almost done, the wiring partially complete but as Frank said
the last 20% is the hardest, and cost 4 times what you estimate not
including your own time.  Brakes and clutch are fairly easy but could set
you back $500 or more.  I think if you could get it for $8,000 to $10,000
you'd be doing OK but not brilliant, there's still a lot of work left to do
or the owner wouldn't be selling it as is.  I'd probably start negotiations
at $6000 and see his reaction.  Buying someone else's partly done
restoration is not as good as it might seem at first, there are always parts
missing.  Talk to Frank about his experience with restoring his MGA Coupe.
His guy could probably finish the car for you for a reasonable amount.
