[Nobbc] Front Plate

I was stopped last year driving my most boring car; 2003 VW Passat wagon, for
having a clear plastic cover over my rear plate. That's it. Red light stop on
the freeway by Napa police on CA 29. I offered to rip the thing off right
there and then but the cop said I couldn't do it and I had to remove it later
and then drive to a CHP office and have it checked. When I went to the CHP and
told them what happened, they looked at me like I was nuts. I had to pay a few
bucks to clear the ticket with the DMV. What's up with Napa police? They seem
to be the most nit-picking of the bunch.
