I checked DMV and couldn't find anything about the side to side location of 
a plate, front or rear.  Only vertically.

It's all about the red-light cameras now - they want to be able to
photograph scofflaws.
A license plate almost completely blocks the front air intake of a Lotus

Elan, so I'm thinking of perforating the heck out of ours if we have to
use it.
