Clif,
    Yes, the most notorious of meter maids are authorized to write you a
ticket for no front plate when they write your parking ticket. The good news
is that the $178 fine goes out the window for ten bucks and I think $15 for
having them sign it off when it's been installed on the car. It remains a huge
waste of time and manpower, however...imo.
     When the club gets together, ask Ron E to tell the Lake County story. I
was NOT on that run, but I was sorry i wasn't, just because it would have been
FUN to see the cop who was writing tickets for no front plate for a bunch of
the club drivers react when he realized that the Grinnall Scorpion ran a
MOTORCYCLE plate and needed no front plate. I'm betting he would have hassled
me about not wearing a motorcycle helmet, and I would have produced the
document I carry that shows the DMV reg for three wheelers like mine, which
basically EXEMPTS me from wearing a helmet. It's a little loophole few know
about. After the MC helmet law went into effect in California, the meter maids
bitched because they had to wear helmets when driving their little Cushman
type cab three wheelers. The state put a loophole in there that states that if
you have 3 wheels and are in a certain size and weight range (the car, not the
driver)  you are required to wear SEAT BELTS, not a helmet. I have four point
harnesses and roll bars, and that shuts them up fast. I had a Marin County
Sheriff hassle me one Saturday when I was in the company of a bunch of three
wheelers known as the Bolinas Cyclecar Club (run that name on google images
and see pictures of our lineup on that very day) right on the main drag of
Point Reyes Station, and when I told him the law, he didn't believe me until I
produced the paperwork. A small victory, and I loved it.
