Al,
San Francisco has always been referred to as "The City" by Bay Area
residents, although native to SF, I never lived there but in other parts of
the Bay Area since 1959. I never heard of New York being call that, but then
again it's all your point of reference. You can just as easily modify your
last two cents with reference to San Francisco (instead of NY) and any Bay
Area native could have written it.

Frisco is a town in Texas. There was also a railroad of the same name.

another two cents: 

Going back to the 1950's as a teenager, going to NYC was always a trip to
"The City". 
That was the only description necessary for people to understand where you
were going. 
We did live in San Francisco in the late 1960's and I never heard it
referred to as The City....at least as far as I can remember! 
The Big Apple is a term used only for and by the same people that refer to
San Francisco as "Frisco"......tourists.
