Lithium ion batteries have a short lifetime.  They last about 24
months from the date of manufacture.  That's true if they're used, or
not.  Beyond that, there are some things that will help them.  you say
this is a dive camera.  How long are you going between using it?  If
it's more than a week or so, try and store the batteries with about
33% or 40% charge.  You may not be able to figure that out from the
camera, though.
