No.  Federal law requires that if you put an engine from a vehicle
with emissions controls into a vehicle with no emissions controls, you
must meet the standards that applied to the vehicle that
provided the engine.  You stick an engineform a 2008 vette in a Model
T, you have to meet 2008 standards.

Now, it's up to the states to enforce this, and in many states, you
can get away with this, but it's still not legal, and you run the risk
of the state deciding that they want to enforce the existing
regulations.  Best case, you end up with a car you're not allowed to
run.  Worst case, they shred it, and send you to jail.
