IMNSHO, blocking defrag is a darn waste of sys admin
authority. Where there is a will there is a way. If 
you screw up, that's when the company gripes at you. ;p

I can see reasons to block access to the registry, but
even with security policies on certain keys, there are
ways around it. A little study over on the Windoz' 
security forums will gain you access without much work.
