I don't have any experience; but have done pretty much the same research as
you, with pretty much the same conclusion.  Note that the homebrew
converters, both static and "rotary" flavors also result in derating the
load motor, and may cause it to overheat if worked close to original
capacity.

Also, eBay 230347132386 might be worth a look.  For $300, it claims to
support single phase input and 13 amps.
