More than fuss, unless the wrenches and screwdrivers are all shorter than 
7 in.

"instrument".  There aren't any prohibitions on meters, fuses, and other 
electronic bits insofar as they aren't bomb components, but don't expect 
the screeners to know the difference between a power supply and an 
altitude trigger.
