That probably explains some smoke-color Plexiglas that I was given years
ago.  It had brown paper glued to it to protect the surface; which is now
impossible to remove.  The adhesive is literally stronger than the paper and
so far, has stood up to every solvent I've tried (including some that damage
the plastic).
