Yes (and no).  If a system failed on the engine that affected the emissions,
it is warranted.  That includes skipped teeth on a timing belt, a burnt
valve, a clogged fuel injector, cat, etc.

But only if the engine is running.  If it isn't running, they may not (or
they may) have to fix it under warranty.

In any case, the California ARB determined that timing belts affected
emissions and had to be warranted for 100K miles.
