I shave in the shower, too.  Have for more than 30 years and can’t imagine ever going back to the sink.  I don’t think sanding the tile smooth is a great idea.  Besides potentially damaging the tile, shower mirrors don’t last forever and the next one might have a different suction cup pattern.  I had the same issue years ago (cups wouldn’t hold at all) and attached two squares of plexiglass to the tile using clear silicone.  I sanded the glue side of the plexiglass to give the silicone more bite and the suction cups held perfectly to the plexiglass.  The plexiglass and silicone were easily removed when we sold the house.

More recently, I simply used E6000 (https://www.amazon.com/E6000-220011-High-Viscosity-Adhesive/dp/B0044SB3M8/ref=sr_1_1?s=hi&ie=UTF8&qid=1543413423&sr=1-1&keywords=e6000 <https://www.amazon.com/E6000-220011-High-Viscosity-Adhesive/dp/B0044SB3M8/ref=sr_1_1?s=hi&ie=UTF8&qid=1543413423&sr=1-1&keywords=e6000>) to glue the suction cups to the tile.  This only works if the cups will hold until the glue sets, (the earlier plexiglass had to be held in place with duct tape until it set) which sounds like the case for you.  I applied a light film of the glue to the cups, then put them in place.  They had been falling off pretty regularly before I did this  - although not as frequently as yours - and have been on for about 6 months since then.
