When we did my dad's '40 Packard and my '65 Morgan's tanks we drained them, pulled them from the car, and took the to a radiator shop who cleaned and lined them for us.  I don't remember what it cost but it wasn't that bad.
Check and see if you've got any radiator shops near you and what they'd charge.
