Arrested for Fraud?  LOL!!!  I seriously doubt you'd get in trouble, unless
you're really stupid and tell them that you broke it yourself.  Just get a
small rock and a sling shot.  Put a small crack in it, pound it a couple
times with your fist to make it spider out a bit, and then call and say you
caught a stone on the highway.

Anyway, you don't get arrested for stuff like that.  You get scolded and
then fined after a lengthy and expensive court case.
