My guess would be the vent drain inside the black cowl at the base of the
windshield. I believe once George F suggested some kind of goop to seal it
with.

On a recent trip to Autozone, I saw that they had a selection of throttle
return springs on pegs. Other than replacing the power brake vacuum booster,
using one of these to hook the brake pedal to something under the dash
should work.
