Key on, engine off, it comes off the post, but not far.

I need some input from you guys... next time you get into your car take note
of the tach with the key in the "ACC" or "ON" position (ie without the
engine
running.)  Does the tach needle read zero? Should it?  Does the needle lift
off it's parking post and read something above zero?
