Forgive me here- I know how the cluth pedal adjustment works but I'm not intimately familiar with blue things.  :-)

However what you need to know is what is the clutch travel required to release the clutch.  That is normally when you push on the pedal it will move some amount before it contacts the clutch, then it will move some additional amount before it releases the clutch.  This second movement is the key.  If it requires more movement to release the clutch than it did before, then likely the fingers on your pressure plate are worn and you need a new clutch.  Mine got to the point where it was very difficult to shift so I replaced the clutch.  My old clutch had 1/3 of the fingers totally broken off and another 1/3 that were almost gone.

Ford upgraded clutches sometime in 1990 so from that point up to 1995 all of the clutches are the same.

As far as resurfacing- you won't know until you get it disassembled but mine did not require resurfacing and it had 76k miles on the flywheel.
