I wouldn't think so, at least they wouldn't be the very next choice.  Usually surging is
the result of uneven air/fuel mixtures.  If it isn't the IAB, I'd try for a vacuum leak. 
Maybe the line that runs the butterflies, or maybe the one to the dash mounted plastic
tree.  Try disconnecting the line that goes to that tree from the manifold, and see if it
runs better.   Disconnect every vacuum line from the intake and run it, but do them one
at a time, to help isolate the bad one.

What happens when you disconnect the IAB connector?  Does it go way down in idle speed,
almost dying?  (It should.)  If so, can you raise the idle back up with the throttle so
that it will idle steady with the throttle open a little bit?  If it does, this would
indicate the IAB gasket might have a leak....not particularly likely, with the machining
on the IAB passages and that very thin gasket, but it is another test you can try.
