I think you are right...
I just took a 2000 mile trip in my '93 and noticed the same thing.  It would
idle from 900-1200 rpm.  When I turned off the A/C it smoothed right out.

As I was driving home tonite, I had a profound thought (don't laugh). I
think my surging idle pretty well stopped after I put on a new A/C
compressor this summer. The old one was slowly seizing up, even though
it worked well until the day it popped a seal.
Ah gee, it only lasted 235k miles!!
How old is yours?
