Drain the battery! Voltage output is a function of the state of charge of
the battery. 13.5 is nominal voltage output for a charged system. Try
turning your headlights on and drain the battery down a touch, then see if
your alternator puts out 14.5v. If not, then either you need to rework your
power cables or get a new regulator or brush set on your alternator.
