That means the wiper arm is in the wrong position on the drive hub that comes out of the
cowl.  You need to remove it and lower it down towards the center of the car one tooth
(very small teeth) at a time until it doesn't hit the windshield frame.  There is a very
small range of 'correct' positioning for both wiper arms on their hubs.  Remove it by
sliding the tab at the bottom of the base of the arm out, away from the rest of it, and
then wiggle the arm up....at the same time you slide the tab out, raise the blade off the
windshield...that makes the tab easy to move.  A small pointed tool to put in the little
hole in the tab will help slide it out, but you have to raise the arm off the w/s too.

When they are adjusted correctly, they are pressed with slight tension against the rests
that are built into the cowl, raising the wiper blades off the windshield, so that they
don't get deformed prematurely.
