The way I understand window tint film grades (been a while since I helped my
friend in his tint business), the percentage # is the % of light blocking.

For example, 33% tint would block 33% of the light entering the window, not
let 33% of the light through.

As an aside, before any tint laws were enacted in GA (I think the law now
states 35% max), I had 2 plies of limo tint (95%) on my Turbocoupe back in
the 80's.  Could not see anything at night, and always had to put the
windows down to pull out of anywhere (big fun when it was cold, like 20
degrees :-)
