[Shotimes] OT, but still Ford

My friend has a 1998 Ford Explorer with the ETAC.  It does not blow anything but full blast in either hot or cold.  This is in full auto mood, max a/c, whatever.  Twisting the dial down will completely shut the blower off except for a barely noticeable trickle.  Now my satanic ETAC in my 94 would come on by itself, turn off by itself and sometimes actually cool the car last summer.  I replaced it and everything has been fine, but I am wondering if it is something other than the ETAC on his Explorer.  I remember something about a blower motor or something from a few weeks or months ago.  Does anyone have any ideas or should we just go ebaying?
