Yeah, they are. Only thing is that the '91 bumper cover became the
replacement part years ago (I got one in early '96 on the '89), so it would
be more likely to see a '91 on the older cars.

Aren't '89 and '90 front ends the same?  It's the '91 that's slightly
different.

Looks to me like it might have an '89 front bumper cover.
