Depending on how long it has been torn, it would be easier in the long run
to replace the whole half-shaft. If any dirt/water got in, you would have to
re-pack the CV joint.

As for the fog lights, PIAA makes the 1500 series which fit by enlarging the
bolt hole.

http://www.spmotorsports.com/taurus_fog_lights.html has some Hella OEM
replacements which will bolt right in but aren't much better then stock. The
same page shows the PIAA 1500's. Shop around for a better price.
