[Shotimes] E-Brake Cables/Adjustment

I have a similar problem, except for my ebrake is completely inop. pressing
the pedal down all the way does absolutely nothing, light-wise or
brake-wise, and the release handle is missing altogether! I just bought this
car - a red '94 mtx, and it's been abused for far too long; it's gonna take
a lot of time and money to bring this babe back up to snuff. but it's worth
the challenge!

A quick question for those of you who have tinkered with these problems
before.

The e-brake pedal on the '94 is not fully returning to the top, leaving the
light on.  If the pedal is pulled up it moves fine to the top of travel, and
the light goes off.  When actually using the e-brake, it appears that it
does not fully engage either.  I'm guessing this means the front cable might
be shot, but I want to make sure before replacing cables @ $25 a pop.
