[Shotimes] No Rear Brakes?

Hello again,
 
I finally got a chance today to take a good look at the brakes on my
91+.  Since I've bought it the rear brakes don't seem to work.  Also the
parking brake also doesn't work.  Other than the parking brake cable
being broken off of the right rear wheel, nothing seems to be broke or
leaking.  Also, it's strange that both rear brakes don't work.  Any
suggestions as to what could be causing this.
