Also I forgot to mention that the Anti-Lock Light is on.  Don't know if
this helps narrow it down or not.

If both brakes are not functional, the first place I would look would be
the
proportioning valve.  It is located at the driver's side front control
arm,
connected to the arm by a rod.  If that rod is not connected to the
control
arm and the valve, you will get very little rear braking.

I would suspect that the E-Brake problem is a seperate issue.  Is the
E-Brake pedal easy to push?
