Yes, there is no magical "fuse".  If it never blows cold air, it's probably
out of freon as Ron mentioned, which will most likely be expensive (because
it means something's leaking).  If it blows cold at first, but then quits
blowing cold, it's probably the A/C clutch, which is common, and not too
expensive.  You should be able to watch and see if the clutch is engaging or
not.
