It is a front main seal.  It goes on the crankshaft, behind the lower timing gear.  It is relatively easy to change while doing your timing belt.  You just have to pull off the lower timing gear, remove and replace the seal, and put the lower timing gear back on.

Nobody has mentioned this so far, but it is very important.  After installing your harmonic balancer, you must properly torque the big bolt into the end of the crankshaft.  If not properly torque'd, it will work loose, allow the harmonic balancer to loosen its fit against the lower timing gear, and allow the lower timing gear to move slightly.  This slight movement will gradually increase over time and allow the engine to get out of time quite a bit, to the point that it will run like s___, not to mention possibly ruining the end of the crankshaft.
