[Shotimes] Tach Voltage Again

Well I think I found the right wire, but in a previous reply someone said 
the voltage at idle should be 1 to 2 Volts. When I took a reading it was 9V 
at idle and went toward 0V as RPM increased. Is this the correct wire?
