Bruce,
I used to fight with that harness and the fuel lines that
get in the way, but the EASY way to fix this is to find any
living human of adult height and have them hold those things
out of the way and the cover can go on in 5 seconds without
worry. You won't touch anything if you just get them out of
the way.
An alternate would be (as recommended) to tie them up. A
few lengths of electrical wire will be long enough (ever try
to find 20" long wire ties?) and re-useable as wire when you
are done!
