   -Problem is in PA with Antique plates you have limited hours when you can 
drive and lower speed limits.


not true anymore. some of those rules were according to insurance carrier 
and not state.  it is true though that the cars labeled classic and antique 
cannot be daily driven, with a 5000 mile per year limit, and they can not be 
left unatended in parking lots, and they can only be considered antique if 
they are of original style, and not heavily modified, and same for classic.

as well as classics are not subject to PA state emissions testing, but are 
subjected to safety inspection where as antique are not subject to either 
emissions or inspection.

all this and mileage reports must be turned in either every 6 or 12 months 
based on the insurance carrier, plus the registered owner of the car must be 
at least 25 years of age, and the car must be garage kept, cannot be left 
out on a driveway or street.

I am a PA state certified emissions/safety inspector.   I go through this BS 
all the time with people who are mad about having a classic car plate and 
then having to follow the rules.

nice thing about classic in PA is that classic car and antique car plates 
are non-transferrable, as well as they are bought by the owner, and require 
no annual registration sticker to be kept.  so one time fee and it's yours.
