Probably for the same reasons that most peoples insurance rates go
down when they turn 25: they think we're more mature.

25 years old? What happens when you turn 25 that is different than when you
are 24? Or 23? Or 18, for that matter? Gee, I guess if I hussle, get
through college, get an awesome job, and at 23yo, I can afford to get a '70
Ferrari 365 GTB/4 Daytona (not to mention the nice house with awesome
climate controlled garage), and I cannot get the classic plates for the car.
Sounds like a lawsuit just waiting to happen. Not that I am 23 (lol, far
from it), or could afford the Ferrari (wish I could), just playing devil's
advocate ;-)
