[Shotimes] URGENT question regarding EEC system

A friend has a '98 Taurus with the Vulcan 3.0L.  There's a leak apparently
coming from the carbon canister (the metal container with multiple lines/wires
coming from it.

Question: is it safe to continue to drive the car with this brownish fluid
coming out this canister?

I wish I could see it in person, but he just called me and asked me about it.
Obviously I have no idea...I was just able to tell him what part he was
looking at.

Also, is it possible that this liquid just hasn't burned off yet?  That's the
idea, right, to store it until it can be burned off by the engine?
